Devon and Cornwall Police graded as ‘good’ in latest HMICFRS Legitimacy report
Devon and Cornwall Police have welcomed the most recent report from Her Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) which was published today, Tuesday 12 December 2017.
When considering how legitimate Devon and Cornwall Police is at keeping people safe and reducing crime, the Force has been graded as ‘good’ overall.
As part of its annual inspections into police effectiveness, efficiency and legitimacy (PEEL), HMICFRS assesses the legitimacy and leadership of police forces across England and Wales.
Deputy Chief Constable James Vaughan said:“We welcome the positive nature of the legitimacy report which is based on a concept of policing by consent; crucial in a democratic society.
“Following recent media and public interest on workforce wellbeing across the blue light services, the report states that our force’s approach to wellbeing is outstanding.
“The financial and human investment is significant and well planned, demonstrating the importance that our force attaches to this subject.
“We have introduced a series of initiatives to focus on the physical wellbeing of staff and wellbeing leadership was found to be evident at all levels.
“I am extremely proud of our workforce who operate every day in often difficult and challenging environments, in a lawful and ethical manner. We are heavily invested in ensuring our officers and staff operate ethically to provide the best possible service.
DCC James Vaughan continued: “The report highlights that good levels of understanding of ethical issues helped officers when deciding whether and how to use force. Regular training and guidance is provided in the use of force and stop and search.
“The report also highlights that police leaders in Devon, Cornwall and the Isles of Scilly have set high standards and strive to create an ethical culture.
“The chief constable has supported the development of a series of in-house ethical dilemma films covering subjects like the use of social media and relationships with victims.
“The force has a lead role in the regional police ethics committee and works with academic partners to share best practice. The work of senior leaders ensures that the force acts with integrity in its dealings with the public.
“The report illustrated that we treat our communities with fairness and respect. There are policies and procedures in place that incorporate the national code of ethics and there is consultation with external groups about their content. Surveys are conducted to understand community perceptions of how they feel they are treated by the police and the force has high levels of public confidence.
“Treating people with fairness and respect is important to us and this is reflected well in our mission statement.
“Our officers and staff understand the importance of fair and respectful treatment and the concept is well-established across our organisation.
“We continue to make improvements in the areas identified within the report, which noted improvement was needed in updating complainants on their complaints.
“We are fully committed to ensuring that any complaints received are investigated in a fair and proportionate way in line with the requirements of the IPCC Statutory Guidance.
“We understand that an accessible complaints system is crucial to building public confidence in the police and since the HMICFRS conducted their latest inspection we have already taken steps to amend our working practices in light of the findings.”
